Hes the only one we see fighting the UBs and he has dialogue when he fights Nebby. Most interesting indeed.

Bulu seems to chill and fuck up humans who fuck with nature while making his Kahuna do shit even if he doesn't want to. He seems to be the most cruel from the story.

Some anon pointed out how Tapu Koko had the best Keikaku, allow me to repost it.

No one seems to realize that Tapu Koko has the greatest keikaku in Pokemon history

He and the other Tapus were tasked to take care of Nebby until it would be able to one day evolve into Solgaleo/Lunaala. They let Nebby roam Alola for as long as it needed in order to find out whatever it needed to achieve its goal. It was captured by the Aether Foundation but that was all according to plan because it led to Nebby meeting Lillie and unlocking its hidden power of creating Ultra Wormholes.

Based on instincts Nebby was guided toward the Ruins of Conflict only to get attacked by Spearow which then led to the player protecting Nebby which Tapu Koko saw as a way to advance his plan even more so he gifted the player a Z-Stone because Tapu Koko knew he could entrust the player in helping Nebby.

And due to having such trust in the player, Tapu Koko knew that the player would protect it from the Aether Foundation which is why all it did was fight off the Ultra Beasts as they were the only nuisances standing in his way. The conflict with Aether led to Nebby evolving into Cosmoem.

The player then eventually gave Nebby the potential to evolve into Solgaleo/Lunaala, save the region from the wrath of the Ultra Beasts once again and return back to the Ruins of Conflict so Tapu Koko could have its fated rematch with the Legendary Pokemon once again and join the player on their path to greatness throughout Alola and have more heated battles.
