Both of these sound like the worst ideas. Dialga would shut down any and all speed based teams, and Palkia's existence would invalidate about half of all Pokemon.

Well, if it's on a primal reversion it could come with a typing change (such as to, say, normal/something. Or ice/something. Or Normal/Ice just for insane inverted resistances). And there's the simple fact that its moveset would be designed with the inversion in mind, while the opponents' would not.
