The secondary typings don't have anything to do with their assigned roles. It's more of a tie into Arceus than anything else really. When Arceus created the universe, it created all matter and it created three pokemon to exemplify the physical states of matter and three other pokemon to exemplify the immaterial aspects of the universe. That's why the lake trio are all psychic types.

I choose to believe Palkia's based on the Mesopotamian creation myth, where primodial chaos and water met and created the universe.

The goddess of the sea was also the mother of monsters and her depiction was generall a dragon-lion esque creature with wings that look pretty similar to Palkia's.

It always made sense to me and I never bothered to think on it more than that.

Always linked it with Tiamat,Sumerian Goddess of the Ocean with the form of a Dragon with which Marduk formed the Heavens with her divided body.
