I think Denissssss or whatever the fuck his name was was the person to really popularize them last gen. He made teams of Scolipede/Smeargle/Espeon/Sylveon/Zapdos/Mew (sometimes Mr. Mime instead of Mew, but Mew is objectively better unless you're that worried about Perish Song) which would tear through teams unprepared for it. Baton Pass was then limited to 3 BP users and he made an even tighter core of Espeon/Scolipede/Smeargle/Clefable and BP got banned to 1 user. For a while I think people were even worried about a Speed Boost + Baton Pass suspect.

No, Ninjask WAS a big part of BP chains but it died off 2 gens ago and even then there were better strategies to consolidate boost passes. Ninjask is only good for quick passing atk and spe + sub which is fine if that's your thing but there's a reason why you never see in thr higher reams of competitive, it doesn't work against good players. Its flat out inferior in dedicated BP teams and the fact that it hasn't been seen in one the entirety of last gen only confirms that.

To beat it you need to know its there, with shit like ninjask its pretty fucking obvious, because that's all its good for.
With things like blaziken and scolipede, or quiver passers and smash passers in lower tiers, you simply don't actually know if its baton pass or they're going to go for a sweep of their own. There's no "oh, I mispredicted that, oh well time to try and recoup" because if you mispredict this you will lose flat out. This isn't even considering the full BP chains that were flat out undefeatable without some seriously whack shit that didn't even work half the time. (haze quagsire got stalled out or it was already too late and got stored power'd. Imprison BP masharna is much the same)

Baton pass teams are pretty scary in practice. I've made a baton pass team disguised as an eeveelution team and gave it to a friend who doesn't play competitively to use in Uber. It was not meant to win but it destroyed almost everyone who my friend came across except tha one guy who got 2 lucky crits.
If your team is unprepared, them it's game over from turn 2. To reliably beat it, you need someone who can land Storm Throw since Espeon prevents and roar/whirlwind/hazards and Fairies prevent Dragon Tail.

Eevee is not suppose to take a hit early game. In Baton Pass teams, it's better to set up defenses and send out eevee to finish the job, unless your opponent is dumb enough to send out a stall mon. At that point, you have enough Stored Power BP to destroy most of the metagame.
