pokemon already can be unsettling and creepy, just read the dex entries. all you have to do is make the appearances slightly more menacing or frightening to match.

There probably is, if you focus on specific pokemon. Pokemon may look cute, but I'm sure you could make them scary by focusing on the very real sense of danger of a human facing them alone in their territory. You could definitely make some of the ghost and water type pokemon scary in the right setting.

If anything, familiar things are easy to make scary. The moment they betray your expectations, your perception of them just shatters. It's why some of the most overused horror settings are child-related things.

Yes. It's not common, but it exists. Sweet Home, for example. It's not the scariest game ever, but there's some fucked up things happening in that haunted house. OP didn't say it had to be an RPG, though. It could be your standard survival horror game with pokemon.

There's a few indie horror RPGs out there. My personal favorite is Schuld.

Pokemon could be made into a horror game, but it'd take a lot more than creepy pasta and vp's shit ideas.
