It feels like Ilima and Mina were originally swapped, but came up with more interaction with Ilima. So they swapped positions, but had to give you the normal z crystal first for balance reasons.

Since Mina's family is boatpeople, they could have just had you meet her at the melemele dock and do her trial somewhere.
Ilima could have been wandering somewhere, then he goes home for his rematch because of all the data he got battling you.
