That didn't stop Gyaradoes and Milotic from being nearly flawless pokemon. Golisopod clearly recycled that thematic vibe(pathetic pre evolution --> Amazing evolution that fixes it's pre evo's flaws). It's still a wimp, but a less cowardly one instead.

His only problem is literally stealth rock. He is supposed to be a cleaner that goes in and out all the time dishing out ridiculous priority damage so his ability is pretty good if you know how to use it. But that just doesn't work when the meta is filled with stealth rock.

Nah. The change from Wimpod to Goliosopod is that it goes from openly being a wimp to pretending that it's strategy. It has to be something where he still tries to look cool while running away, like:

Mindful Master: The pokemon gives its teammates a chance to share the glory by switching out when its HP hits below 50%.

Switch Shields Down and Emergency Exit: the former now activates immediately after dropping below 50% and the latter now activates at the end of the turn (or even better for Doubles, at the end of Golisopod's turn).
