What you're doing wrong is not just trading a poliwhirl holding king's rock for a poliwhirl holding king's rock (Or a politoed).

That was how I got every single one of my trade evos

I caught it, it appeared to me to the 3 tries but only at night and with rain, tries to chain to the poliwhirl and not to the poliwag.
