If you scroll down to egg moves and Icicle Crash it shows the Beartic

Pretty sure that means you breed a female piloswine with the moves you want with a male beartic that knows icicle crash

Idk if you're still around, but I found the problem with your Swinub. You already have 4 egg moves on it, including Ice Spear, Take Down, etc. So Ice Crash wasn't handed down for lack of space.
