The Togepi line should already get Moonblast as an egg move (as should the Jigglypuff line).
The only reason I think it doesn't is because it would be too good. Switching in a special attacking counter to Togekiss wouldn't be safe as it would more often than not be hit with the stat drop.

Outside of V-Create on Victini, the only ones they did in Gen 6 were for event-exclusive moves with zero competitive use (Hold Hands, Hold Back [which at least is nice for catching stuff in-game], and Celebrate).

Conversion into what exactly? Shedinja doesn't really have a huge movepool of hard to exploit movetypes to take advantage of it. Plus it would really only work if you call a switch.

Shedinja is one of my favorite Pokemon, but his move pool isn't what ducks him over, it's his speed and fragility to weather.
