So is Nanu a police officer or not? I mean he does wear a uniform but he sure as hell not wearing it to code. And Acerola does talk as if he's still on the force but again that could just be what she thinks where the reality could be that he's just some bum living in an abandoned Police Station.

Yes, he's an officer. But his precinct is a gang-controlled shithole and he's the only one willing/able to stay there, so he's burnt out and nobody gives a shit about whether he strictly follows the uniform code.
