It's really bizarre because Bone Rush didn't exist in Gen I. I think GF wanted to give the Marowak line a stronger signature move (because it can be stronger if it hits 5 times? or maybe it has more chances to crit?) but failed and it's just kind of stuck there. At least they gave it to a few other things that'll never use it.
