The answer is yes to both.
Internally the game rounds up all the special Pokemon and assigns them to the "Legendary" or "Sublegendary" category. This is used for things like Pokedex colors, GTS filtering, and ban lists.
The Ultra Beasts, Tapus, and Type: Null/Silvally are all categorized as sublegendaries alongside things like the Birds and Genies.
