Kanto unveiled 5, Johto 6. Every other gen giving 10-15.
Considering Ice and Ghost typically get one or two lines, maybe also a one-off mon per gen and Fairy's existed for only 2, it doesn't surprise me at all.
Especially when a water-type often fills an Ice-type's roll easily; and ghost and dark offensively are near-identical.

You forgot A-Marowak and Mimikyu. I see where you're coming from though; last Gen gave ghosts a cool spooky tree and a lantern - they dropped the ball in designing GHOSTS instead of "uh, these are a little bit spooky or reference dead things"
