Why isn't Illuminate an Intimidate variant that lowers accuracy

Even outside battle, does anyone find Illuminate raising encounter rate useful at all?

Honey Gather should be the equivalent of rain dish but in the sun, or regenerator.

Illuminate - lower opponents evasion by 1 stage
run away - negates shadow tag and partially trapping moves
Honey gatherer - regain 1/16th health if you took no damage this turn poison/burn damage ignored.

Honey Gather should just heal you the same as Poison Heal as long as you're holding Honey

Basically frees up a Leftovers slot
