Well mega Gardes fairy attacks still hit harder and you can do stab fairy hyper beam nuke memes, but you're still kinda right.
Also Gardes hyper voice ignores subs and that's never a bad thing.

Garde is good for nuclear Fairy attacks
They're similar but attack differently.

If Diancite is available though M-Diancie + Tapu Lele would eclipse Gardevoir's usage.

Because special normal attacks, let alone good special normal attacks with reasonable distribution, are quite few in number? Plus Tough Claws and Adaptability give roughly the same bonus to damage and are likely to affect more attacks on a given pokemon's moveset.
