So they only way to have a shiny passimian is to either encounter one in the wild with that 5% appearance rate. Or breed one? Does shiny breeding work the same as it did in X & Y? Cause that's the last Pokemon game I played to an extensive degree.

Yep, probably even a bit easier since you only need to fill the alolan dex to get the shiny charm. Get that, and a foreign ditto/female passimian so you can use the masuda method on top of it.
