This is too much really, a heal block that is applied to the field and not the pokémon so you can't just switch out of it is already good on its own, chip damage.

This would be hilarious with Turtonator desu. Since it takes hits like a mountain, can set a trap to force a switch, and takes neutral damage from water, it would actually be fucking stupid.
Now I'm kinda mad this isn't a thing for that reason. Otherwise I doubt this would past muster with Boosting Fire AND an AoE Heal Block. Considering you could stack Sun on top of it, fire would be way too op. Might as well say 'it boils water type pokemon and kills them instantly'.

I'm neither of them, and you are correct that Misty Terrain doesn't boost Fairy attacks.
The terrain is still connected to the Fairy type, between it being a Fairy move, like 95% of all pokémon learning the move being Fairy, and nerfing Dragon being a known quality of Fairy, even if it helps out your team mates instead of the Fairy in question.
It's not connected to Water and more than it is connected to say Psychic.

Make more sense to combine dark and ghost than dark and bug, 33% is more manageable than 50%, reduces healing without shutting it down completely, and adds pseudo-nightmare to sleep rather than increasing the amount of sleep going around.

Plus it needs a better name. "Terrain" seems less widespread than "weather" so I think "Eclipse" suits a sudden onset of darkness. It's not like you can summon in "Night Time" or something like you can a sudden Sunny Day. Also, Bug really needs a boost considering it's resisted by seven types; the most of any. Short of changing how types work, I think making Bugs come out at night would be fine. 33% modifiers though, yeah, I'm all for that.

I think the point is to negate SOME healing, but not all. For example, Rest, Recover, and Roost would work just fine, but Leftovers, Leach Seed, Ingrain, and Aqua Ring would be negated. That would cut down on healing without hard-countering stall.
