I think the decision was at least 60% flavor-oriented, Mareanie/Toxapex are described as being ruthless predators so Merciless both has high synergy with their signature move Baneful Bunker while fitting with their brutality theme.

It also makes them much more functional for an in-game team. No one likes to level up a stall/wall pokemon in-game because stalling out every trainer/wild pokemon you see is excessively time consuming and boring. Merciless boosts its dps significantly so it can keep up in number-of-turns-to-kill so training it doesn't inspire players to commit Sudoku.

I really like that duality, having a unique in-game ability, and then a very competitive hidden ability. If anything I feel bad for a lot of previously released pokemon who don't get that kind of ability love from Gamefreak, (so many old mons have shit abilities, or just 1 decent hidden ability and trash regulars.)
