Can anyone confirm that Language = Masuda, not Region?

I'm afraid this Shiny HP Fire Italian Ditto might not work for Masuda because its owner was using the English language.

Been seeing lots of stuff about it being language-based, so Japanese-named Dittos are the best bet, but I'm unsure.

This happened a lot to me in gen IV-V when I was completing the dex.
Someone ask for some regular mon, I breed it with a Japanese Ditto and boom - a random shiny. Got a Drought Vulpix this way back when it was the hottest shit.
