This is James Gamefreak here, pay to attention to John, he's an idiot.
We are instead adding a boost to Mudsdales ability. Now, every time it is hit, it's special defense, defense, attack and speed will raise. It will also gain a new random type at the end of the turn to help with balancing issues.

We feel that this meta doesn't need ice types to be fast anymore with the help of fairies keeping the dragons in check, so we are nerfing the speed stat to some of your favourite ice type Pokemon such as Weavile, and instead giving them a nice boost in some defences to make sure Ice types are respected as defensive slow Pokemon from now on.
