Buzzwole can actually take a hit. Buzzwole is more bulky offense/banded HO while Pheremosa is the typical frail and fast straight HO mon that can use any offensive item well.

Pheromosa is just a discount Deoxys-A; Fast, hits hard, but can't take even the weakest of hits.
Buzzwole is a flat out tank. If you get rid of the opponent's special attackers, he's free to just Bulk-Up and smash his way through teams. He's also good with a Scarf, and he's probably the best Sub-Puncher in the game.
