Zen Mode is bad because it forces Darmanitan into a role it can't really do well. Power Construct is good because it increases Zygarde's already good bulk, allowing it to recover lots of health from Leftovers, and in conjunction with Coil, allows it to set up Substitutes that are very hard to break.

Ferrothorn is often in Rain Teams for this very reason. You can't really reduce damage from Ice, unless you have Thick Fat or you want to meme it up and use the Occa Berry.
