In Diamond and Pearl Shaymin and Giratina both had internal values that said it had another form but wouldn't until receive one until Platinum. GF isn't exactly good at hiding things.

Just fucking don't make Necrozma into a fucking zen mode clone like Zygarde. Gimmicks like that shouldn't be allowed to exist and cuck legendaries.

Simple solution is to make the new form permanent and give the 'mon an actual ability. Giratina was done okay, though griseous orb limits it to do other stuff in the Origin forme. Kyurem was done really well, the fusion shit with Reshiram/Zekrom lets it not be gimped by a battle transformation meme at less than 50% health and it can hold an actual time unlike Giratina-O.
