I have a big problem. I have 32 boxes on Pokémon Moon, but I have all Pokémon since Kanto to Kalos, but I can't have more... What I do?

Having every Pokemon released from Gen 1 to Gen 7 takes up a little less than 27 boxes.
All Alternate Forms that can be stores separately within boxes takes up something like 4 or 5 boxes as well.
If you store a complete living dex with alternate forms included on your cartridge, you have like, one box left over to actually work with when it comes time to collect and trade hidden ability pokemon or breed competitive pokemon. If you go full completionist and collect gender differences too, you won't be able to fit them in one cartridge.
If Sun and Moon get a National Dex when the Bank opens (I don't think it will, but if it somehow does), I will definitely move all my old Pokemon forward to complete it, then they can't be moved back to older games. They'll have to stay in the Bank, and I don't like that if a year later I forget to renew, because there is no auto-renew option, no e-mail notifying you when your service is up, and no way to prepurchase multiple years of service at a time, my Pokemon will all vanish at some random time after my service ends.
I'll probably end up buying the other version just to have extra, privately owned storage space for my Pokemon, unless Stars becomes a thing.

Some forms require held items and Bank doesn't allow items. If the restriction wasn't there it wouldn't be a problem.

Your pokemon don't vanish from bank if you forget to pay. My 3ds broke a few years ago and I never bothered to buy a new one til recently for s/m. I had over 300 pokemon in bank when my first 3ds still worked and when I gained access to the account again, they were still there.

They do. Your anecdote means nothing because other people have had their pokemon deleted. The entire issue is that Gamefreak is not remotely consistent in when they get deleted, they could be gone in 3 months or a year.
