How would you fix some of your favorite Mons without changing their base stats?

You'd need something radical like Fur coat ability along with giving it extreme speed. Flareon just sucks.

Give it Amnesia to shore up it's poor special defense, and maybe some physical form of giga drain,

Pretty much just give it sword or dragon dance, but if it had the moxie ability it would also be in OU. pls gamefreak give it a mega

Nasty Plot, which it should really be able to learn already, or Calm Mind. It should be able to learn Thunderbolt like any Dragonite or Salamance. Volt switch would be even better. It should have a mega too, because it's easily the worst quasi legendary.

Learns a physical version of Quiver Dance so you could run something different and not be a one-trick old pony
Defiant (or Stamina if I'm really going to push it) instead of Steadfast as an ability

How 'bout Crush Grip works like Low Kick? It would give Regigigas some street cred with it's crushing moves getting stronger against bigger enemies.
