Charm doesn't double odds. It adds +2 Shiny checks.
Masuda Method adds +5 shiny checks.
Without the charm, when you do the Masuda Method, the game rolls 6 times to see if you get a shiny, which is roughly 1/683 (a little off, because of binomial prob)
With the charm, when you do the Masuda Method, the game rolls 8 times to see if you get a shiny, which is roughly a 1/512 chance
Don't believe any of this has changed in Gen 7

Random encounter shinies are still the best.

Masuda method has been a thing since gen 4, making shinies be 1/8k is retarded and insane, just promotes hacking.
