Most of the time the legendaries are either trivial to the region's culture, there's implied multiples, or they were sleeping and the only reason you capture them is because some evil team wakes them up and you gotta lock them up in a PC for the safety of everyone.

In Alola the Tapus are worshiped, the kahunas are basically divine leaders, and while Kukui drills in culture and traditions at the beginning of the game, he uses the player to test overwrite all of that with a modern Pokemon league, and possibly in the future, have gym leaders instead of captains and kahunas.

UBs are just weird beings that fell out of a rift in space from another universe. Kartana are probably Zubats, Pheromosa are probably Ledians, Xurkitree are Sudowoodo, Guzzlord is Blissey or Snorlax, etc etc. The only one that is POSSIBLY a legend is Guzzlord and only because of his plot involvement with Looker. The rest are probably trashmons in their own universe. A random Stantler would probably get a crazy ass aura of energy and PKMN status in the Ultraverse.
