Does Thunder/Hurricane hit both targets in doubles?

Also Ice is probably the best offensive type in the game. Frozen is probably also the best status in the game.

The problem is there are only a few viable Ice Pokmon except Legendaries.

Increase Blizzard's accuracy outside of hail.
Give ice mons something similar to Wonder Skin in hail.

It's difficult to balance it cause defensive ice types suck but offensive ones could easily be borked.
