The patch south of the bridge is the spot I got it. Lost count of how many mons it took me.

I caught mine in that bay area where you can ride on Lapras. Right near route 3. forget what it's called, but the rate is 5% which is much more reasonable.

encounter rate is fucked in this game, I swear. Literally every pokemon that's not fuck common is shiny-chansey-in-the-safari-zone rare.

I caught two of those underleveled Salamence. The first one surprisingly didn't take long at all. The second one went for about 2 hours. I then proceeded to get a level 24 Dragonite at Poni Watchimacallit
