Just make Trick-or-Treat a default move like Trick and Astonish already are. Give it Mean Look. Swap Vinewhip for Razorleaf. Give it Grasswhistle, Nightmare, Hex, and Will-o-wisp; I know it fits the pumpkinseed gimmick but just drop Worry Seed. Give it access to a few simple fire moves like Ember, Fire Spin, and/or Incinerate.

It still drives me nuts that a jack-o-lantern was the best excuse for a grass/fire pokemon and they passed it up. The least they could have done was play up the theme even if the type didn't match.
