Gale Wings only works now if your HP is full. This is bad cause:
1.Talonflame's only strong offensive moves are Brave Bird and Flare Blitz, both if which inflict reqoil
2.Stealth Rock now fucks it side ways and upside down
3.its Atk stat is mediocre and the only moves it can use are Flame Charge and Acrobatics or Flamethrower to not loose HP on purpose.

Basically they made Talonflame as bad as pre-gen 6 Charizard, except with a gimmick ability. If this nerf never happened, Pheromosa wouldn't even be as much of a threat as it it now or Buzzwole even being OU.

Hail is bad because it only helps out Ice pokémon, making teams built around Hail extremely vulnerable.
Hail buffs already came this gen through Slush Rush, Aurora Veil and better Hail setters.
What Ice needs is more pokémon with access to Freeze Dry, and some Ice Pokémon with stats that actually compliment the type.
Which is sweepers, particularly special ones.
There is not a single proper special Ice sweeper, and a quick glance at Protean Greninja shows how well that actually works out.
