He was the only one willing to keep an eye on the entire town taken over by Team Skull. He probably kept them from being a lot worse. I'd say he's deserving.

I'll bet he looks after the grunts in Po Town and makes sure they don't get into trouble, occasionally bringing them food and new clothes and stuff.

Kahuna's are chosen by the Tapu's. When he dies Bulu will just choose someone else.

Also he was part of the international police, investigating UBs with Looker and unnamed partner. The partner being a Faller, was simply bait for the UBs and InterPol knew that. Looker & Nanu failed to protect them.

So now he's just depressed dad cop who lives in a cheaply rented place with a bunch of Meowth.
