that's just what they do with Pseudos most of the time.

the most unfair one being back in Gold and Silver, where Larvitar wasn't found until Mount Silver at the end of the game, and could only be found at level fucking 20, making you grind all the way to 55 just to get your Tyranitar.

At least in Sun and Moon you can just pop 2 rare candies into him and you get your Kommo-o
