In the Alola region, land is spread too far out for Golduck to swim between hunting grounds. Because of this, they have evolved to fly. Their wings are not quite strong enough to bring them into the air, however, so they use their psychic powers to supplement their flight.

No idea why they didn't go for Alolan Zubat aside from the fact it evolves into a Gen 2 Pokémon.
Honestly I wish they'd just created entirely new Pokémon for the niches that Zubat/Tentacool have in this game. Grass/Flying tropical fruitbats and Water/Electric box jellyfish would've been great.
