How does gaining an Eon Ticket via Streetpass work? Am I suppose

From my experience, it showed up in my Key Items after streetpassing some people. No message or anything, it was just there.

If a person you StreetPassed has the Ticket, you will receive it. When you click on the red mailbox to check passes, the game will let you know if you got it along the usual "Secret Bases updated" messages.

Okay because I tried it with a friend who lives in Atlanta and it didn't show up for the ticket with me but instead the Secret Base updates only.

So who was the first person to get it? Nobody street passed it to them

IIRC it was either held by Nintendo employees and spread from streetpassing at cons like E3 and such or given to a select few at Nintendo events like the Pokemon movies and spread from there.

I forget which one is true though.

You could sign up to be an Eon Ticket ambassador before they released it. I actually got in, though I have no idea how many people in my country even bothered to apply.
