Japan got a Surf Pikachu in 6th gen IIRC and Pikachu always evolve into Alolan Raichu in SM. The set is likely for Pokebank metas.

What? Everything I'm reading says even if you do the everstone thing or transfer up, you can't even get a kanto raichu. Why would a surf pikachu event transferred from any other gen not turn into an alolan raichu?

This is the main thing that annoys me about smogon's metas

I don't like hacking/pkhex, so I autistically breed for my Pokemon. How the fuck am I supposed to get a Surfing Pikachu? Can they really not just let it learn the TM already?

Smogon doesn't care, they go for what they think is best regardless of difficulty to obtain. They mainly do simulator anyway so it barely affects them.

What the hell have to do smogon with hacking/pkhex? You dont play smogon's metas in cartridge, they are only for they own simulator than is showdown.
