For example, you are playing doubles and have a ground and a flying type. Opponent has electric and grass. Flying used "Change places" The ground type now takes the hit from Thunderbolt (no effect) and the flying takes the hit from giga drain. The ground type survives to KO the electric type.

Wobufett is probably a bad example, because they had an alright reason to ban it in Gen 3.

A much better example is Baton Pass. Smogon is pretty much about to ban the entire move because it's a playstyle their hyper offense and stall teams can't deal with, so it's gotta go! Unlike Stealth Rock/Scald/Drizzle, which are all healthy for the metagame and would be absurd to even think of testing them.
