It's literally impossible.
The game and hack check can't tell apart a properly made hackmon.
What can, and will happen is that some imbeciles will breed moves into their pokémon with parents that can't be adquired yet.
That is detectable, even if you use the move deleter.

There is literally no way anyone could tell if a Pokémon's parents were illegal. For all the hack checkers know, those perfect IVs are completely legit.
