Even if you say they can't speak, one can easily just say that it was the PokeDex that allowed it. Hence why it still had a speech pattern.

In a piece of dialog with one of the clerks in the town on melemele, it is established that rotom pokedex's are not terribly unique, and that their are upgrades for them that you can get which makes it sound like it's not uncommon for people to roll on through town with them.
