I think other gens actually did it wrong by making your champion status not mean anything. Su/mo at least justifies you fighting a "champion" each time you go through the E4 in that it's a good trainer challenging you for the spot. In other gens for some reason the champ you beat still stays the champ and you continue to fight them each time you get through the E4.

I like this a lot better actually, I always thought it was kinda dumb that the Pokemon League was in some kind of fucking castle with hilariously over-the-top props. Gens 4-6 were retarded in this aspect. Alola drops the theatrics and just has a bunch of battle arenas.

Gens 1 and 2 make sense since it's just a battle facility clearly put there on purpose, and I always thought the implication of Hoenn's League being called a "city" was that there was a city there but it was re-purposed into a battle facility.

Gen 4-6 just have really jarring juxtapositions between the building itself and the interior. Kalos is by far the worst, with those stupid, pointless, and bizarre contraptions in every Elite 4 room.

I'm pretty sure there was a lot of paperwork and stuff involved, and he just was the person making the petitions and doing the work so the region could get lisenced. And then it got built with some outside funding, he did the plans and stuff the league just helped put it together.
The Elite 4 is like the governing body of the regions circuit and the starting line is the leading scientist/professor that starts trainers on their journey.
Which is why you don't get your Pokemon from a Professor this time around since you're not traveling on the league circuit/doing a professor a favor.

Pokémon Leagues are just like international sports teams/leagues. The members likely have no political roles and are just revered battlers like real world athletes or rock stars.

I'm pretty sure the Pokémon world has actual governing bodies, since we see things like the town hall on Melemele. And they have their own version of INTERPOL, which would probably report to a higher organization that's some kind of Poké-UN.

Kukui likely just has a lot of political influence, being a reputable scientist as well a celebrity trainer in Alola. I'm sure he went to whatever Alola's governing body and easily convinced them to build the league after his personal experiences in Kanto.
