yes. whats the stock firmware for the n3ds you bought? if it's below 11.0 you should be able to hack it and afterwards perform a system transfer

Only one 3DS or 2DS per account I'm afraid. If you already have a 3DS on that account you'd need a new account or wipe the new one to transfer the old one.
