I keep hearing conflicting things about how to build this guy.
Some people insist on going with all advanced priority moves to mitigate his speed issue and guarantee hits before Emergency Exit happens.
Others insist on building better coverage into his set.
What do you think?

Priority is the way to go. I would personally go for:
-First impression
-Aqua jet (breed with surskit)
-Sucker punch
-Leech Life/Liquidation/Spikes
Adamant with max attack and dump rest of the EVs into whatever defensive stat you want.
