You have to talk to them and ask them about facilities they recommend or something like that. You unlock that feature at rank 8.
1 star shops cost about 50 FC while 5 star ones are 1500 and up.

>connect, another entire minute, with the system now saying "game sync was canceled, please do not attempt to sync in such a short period" when I didn't even fucking ask for it to sync at all

Not to mention the way my friends and I can only receive our own trade/battle requests maybe half the time, the other half it doesn't even show up despite the requester being greeted with a screen that makes it look like the other part is just ignoring him.
