Though Drizzle only lasts for five turns. I'm guessing it needs a Damp Rock to make the most of it?

Considering that we've had Pokemon go from low tier to high tier based on new generational changes (i.e. Blaziken in Gen 5) before XY, stuff like this shouldn't be surprising. Any old Pokemon can become fantastic if Game Freak throws it a bone.
