I've noticed it only seems to fail if you're connected to the Internet. If you're offline, it seems to work 100%. Dunno why.

Turn off the trades that ask for Legends or Mythicals for one.
Two, just capture good foddermons to deposit in the GTS asking for them. Other rare Alola mons, final form of the dumb scale dragon, etc.
