I'd say the biggest problem is that they treated Oricorio like Castform or Sawsbuck. The appearance change is just on the outside, it remains the exact same pokémon no matter what.
I feel that if they had designed them like Wormadam; so that each form was just a little bit different when it comes to the movepool it would have worked out better.
