I think you're backwards on this. The plot they were doing required the return of some older character, but not one that people were TOO attached to. Since the Frontier Brains didn't appear in ORAS, they were a good choice.

They probably just figured Anabel's design was the frailest-looking of the bunch, so you'd be most likely to want to protect her.
