She is a persistent part of the background plot for at least half of the game. She comes to the foreground just before the climax, but she intentionally waits it out because she doesn't want to just solve everything for the MC and wants to see them grow without her interference.

She's well-written as champs go, but I can definitely see how people would completely forget her role in the plot, since she doesn't ever really directly interfere and is probably better remembered as "that bitch with the Garchomp and Spiritomb that sent me packing a half-dozen times".
