Why are there so many slow 'mons this gen? Is it because

This entire gen was catered to Doubles, where Speed is a deciding factor only 70% of the time instead of 99% of the time.

Why?

GameFreak made most of the new Pokemon and the Regional Dex with VGC in mind, but then they made the UBs which completely throw that out the window making yet another meta that revolves around a small number of Pokemon.

A funny thing I've noticed is that Battle Tree trainers use non Gen7 pokemon 95% of the time because of how inferior they are to other gens.
